In a way, on the YouTube side, its Terms of Service and Best Practices are very consistent: videos that don't have no function other than “calling” viewers to other platforms will be considered spam, by the interpretation and analysis that I did and consulted with people close to the legal sphere, and the conclusion we were able to reach is that YouTube wants creators to maintain only a streaming platform and obviously, preferably their own platform, because Twitch today is not restricted to game broadcasts.

In other words, what we can conclude is that your video or even your broadcast needs to have some content present or they will fall into the fine mesh of “SPAM”, but that is not what many users say is happening.
There are flaws on the part of the YouTube automatic system along with the algorithms, in these specific cases, it is always important to open a ticket with YouTube Support so that you can have your problem resolved. In general, you can mention, create commands in chat bots or add links in the description, but keep in mind that your video (regardless of whether it's a live or not), needs to have content, preferably quality content.
